Riverside Development Organization (RDO) invites quotations from eligible, registered and experienced contractors, suppliers, firms and service providers for the Construction of Solar-Powered Safe Drinking Water Stations under the Good Water Project, funded by Good Neighbors Pakistan.


Clean drinking water remains out of reach for many families in our target villages. Each station in this project is designed to change that: a 6,000-litre insulated masonry tank, a solar-powered pump, and four bib cocks that put safe, cool drinking water within walking distance of the households that need it most.
Two separate Calls for Quotations are being issued, one for each district. Firms may bid for either or both.
Packages
Package 1 (Ref. No. RDO/01/26) Sukkur, Sindh: Palhaj Goth Roshanabad and Khudadad Jagirani Trhimho. 02 stations.
Package 2 (Ref. No. RDO/02/26) Kasur, Punjab: Katlohi Kalan and Gaduki. 02 stations.


Scope of Work (per station)
Earthwork excavation (5 to 10 ft depth), PCC 1:4:8 foundation and RCC 1:1.5:3 DPC and roof slab.
First-class brick masonry water tank, external 8 ft x 8 ft x 8 ft, internal 5.5 ft x 5.5 ft x 5.5 ft (approx. 6,000 litres), with a 3 inch internal cavity wall on all four sides.
Thermal insulation filled within the cavity wall to keep stored water potable and cool.
Cement plaster, ceramic mosaic tiling on the water pad, and CI cover and frame 24 inch x 18 inch.
Borehole drilling (expected 60 to 70 Rft), casing, strainer and suction pipe, with initial test pumping for water quality sampling.
Solar motor pump 0.75 HP, with a minimum 12-month warranty.
Complete solar power system: two 610 W mono-crystalline N-type panels, 24V 100Ah lithium battery, 50A MPPT charge controller, inverter and all cabling.
Four bib cocks with GI piping, 3 inch drainage line, and a soakage pit 4 ft diameter by 5 ft deep.

Who Can Apply
Firms or companies duly registered with the relevant government authority.
Holders of a valid National Tax Number (NTN).
Firms with demonstrable experience in similar solar water supply or construction works.
Firms with sound financial standing for works of this nature and value.

How to Submit Your Quotation
Quotations may be submitted by either of the following routes.
1. By email: a single PDF to rdo.pk.trust@gmail.com, with the subject line "Quotation - Solar Water Stations (Good Water Project)" followed by the reference number, signed and stamped on the prescribed formats.
2. By hand: in a sealed envelope clearly marked "Quotation - Solar Water Stations (Good Water Project) - Do Not Open Before Deadline", addressed to the Procurement Officer, RDO Head Office, Mission Compound, Mission Road, Sukkur, Sindh.
Deadline: Monday, 17 August 2026, 5:00 PM (PKT). Quotations received after this time will not be considered. Quotations will be opened in the presence of the RDO Bid and Procurement Committee and a Good Neighbors representative.


Documents to Include
1. Completed Price Schedule on the prescribed format (Annexure A), signed and stamped, including separate rates for both pump options (surface and submersible) and the per running foot bore rate.
2. Proposed completion period, with milestone schedule if available.
3. Valid government registration certificate of the firm.
4. NTN certificate, and GST, PRA or SRB certificate if applicable.
5. Evidence of experience in similar solar water or construction projects: work orders, completion certificates or client references.
6. Completed Vendor Profile and Bidder Information Form (Annexure B).
7. Signed Vendor Declaration and Undertaking (Annexure D).
Incomplete submissions may be treated as non-responsive.
Evaluation
Quotations will be evaluated on a quality-cum-cost basis against a 100-point matrix: 80 points financial (price, completion time and validity) and 20 points technical (relevant experience, financial standing and technical capacity). The contract will be awarded to the firm offering the best overall value to RDO and the donor, not necessarily the lowest price. No bid security or earnest money is required.
Terms
All rates must be firm, fixed, and inclusive of all applicable taxes including Withholding Tax (WHT), duties, transportation, labour and incidental costs.
RDO reserves the right to increase or decrease quantities according to project requirements, to split the award among more than one vendor, and to accept or reject any or all quotations without assigning a reason.
Works are subject to inspection and verification by RDO and Good Neighbors technical and M&E teams.
Canvassing in any form may lead to disqualification.
